They look just as bright as the 7" lights, They do light up the sky

Are these best used on the front bumper or pilar?
My next upgrade would be the HID conversion and a roof mounted light bar.
I was about to purchase 5 7" HID Kragens but should I purchase the 5 or 6 4" HID Kragens?
Are they more or less brighter than the 7" HID Kragens?

Rule of thumb is the higher the better to reduce shadows casted from the lights. So the roof is the best, then the pillar then the bumper.
