California AB 1595 New UTV Law

This is all over other forums but didn't see it here in searches.
California Assembly and Senate just signed AB 1595 that specifically classifies UTVs (under 1000cc), requires helmets for all in the vehicle, only allows seats in locations originally provided by OEM and requires passengers feet can touch the floor while belted in.

So this eliminates the usage of all 4 seat conversions for all brands and in most cases means children cannot ride in these vehicles as their feet cannot touch the floor.

Please Google AB1595 to read more information and if you are a California resident I would highly encourage you to phone your Assembly and Senate Representatives, phone calls definitely make more of an impact than emails.

This law is signed and set to take affect Jan 1 2013.


Yesterday I called our Assemblyman’s (Brian Jones) Chief of Staff and she was very surprised by this as he is an avid off road supporter.
We went through reading the new law together and I went through the points that directly preclude children being passengers in these vehicles.

The bill went through with a classification of 'benign' in internal Legislature language meaning it should be neutral or have no adverse affect on anything, she said that was the reason in his office it wasn't looked into (yet he voted for it).

I would also encourage you to call and speak to Assemblyman Cook's (the sponsor) office, explain your concern and ask for the Assemblyman's reasoning:

well, the way I see it -
we are going to take another one up the butt here in Cali.
we need to purge all the garbage out of Sactown while the state still has a chance.
glad to hear Kawasucki helped this bill go through, I'll vote with my dollar there and never own a green piece of crap.

Cook Proposes Clarifications to Off-Road Vehicle Law

FOR IMMEDIATE RELEASE: August 1, 2012

SACRAMENTO - Assemblyman Paul Cook (R-Yucca Valley) responded to the off-road vehicle safety guidelines contained in AB 1595 with the following:

"I'm proposing two deletions to this law to address concerns over restrictions on aftermarket seats and passenger height. My goal is to move these clarifications through the Legislature before the end of session.

"The original bill saw wide support over the course of four committee hearings and one presentation on the floor of each house, with no opposition to the bill from any organization or individual at the time. I'm optimistic that these clarifying changes will find the same bipartisan support."

More people to contact. These are the real areas this will effect. Brian Jones office knew nothing about this as they have not heard from anyone. They to are concerned as this greatly effects their district.

California has more idiots in their legislature than the loony bin. Governor Moon Beam sits at the top. When you have a legislature in session more than 90 days a year these morons have to justify their position so they produce bone head legislation and spend more tax payer money than is available.

I received notice Monday that the Nevada DMV has finally figured out how to implement the OHV Law Registration Law passed 2 1/2 years ago. IF you own an OHV and you purchased it prior to July 2012 you have download a bunch of forms from the DMV's WEB site, have one form notorrized and the VIN number on the vehicle verified by a licenced dealer or law enforcement agency. If the OHV does not have a Vin one will be assigned to it for $2.00. Once you got all the paperwork completed you have to mail it to the DMV with a check or credit card info for the amount 0f $20.00 + the $2.00. The sticker is good for year from date of issuance.
