How many hours does it have on it? The MPH issue is probably in the cluch...pull it apart clean it and verify the belt is not wore out or has grease on it.

The oil ??? I would think thats coming from the ball cap on the head...you will have to clean everything and run it to see.

is there a special tool that you have to use to get to the clutch case ? And I did wash it off pretty good and checked for where is leak is coming from and found nothing ! Saturday before going to the river to ride I was low on oil and could smell it and also could see where it was coming out but it was so dark it was hard to figure out the problem , sunday it didn't leak and I discovered there was some oil in the air filter box ! Which may have came from turning it on its side at redneck games I am not sure .

Just a 10mm socket to get into the belt area....sound like you got things wet inside I would pull the sheeve apart and make sure its not full of mud and such...general maintenance. It will reqiure standard tools...then a impact and 22mm socket to pull the sheeve off the main shaft.
